The pricing change
X now describes its developer API as a credit-based, pay-per-use product. That makes it easier to start small and pay for the API activity you use. The exact charge depends on the endpoint and the current rate shown in X's developer console. See the X Developer Platform overview before estimating a budget.
The change matters if your team reads public posts, publishes content, or uses X data to research a campaign. It does not mean every advertising workflow is available to every developer account.
Developer API and Ads API access are separate checks
X lists the Ads API separately from its pay-per-use developer API. The Ads API is used to manage campaigns, targeting, creative, and analytics. An application also needs the permissions required for the ad account it will manage. X's third-party app guidance describes the separate analytics and campaign-management scopes.
What to budget for
Keep three costs separate: developer API usage for X data and posts, the work required to build and review the campaign, and media spend billed by X Ads. A per-post developer API rate is not a campaign management rate or a measure of ad spend.
